The top 40 places to do business in Canada

Canadian Business magazine posted the results of their review:

I personally found it irrelevant for myself, with the exception of unemployment rate changes and crime statistics. British Columbia overall seems to have a high cost of living index (their real estate is the most expensive in Canada) and high crime rates. What is the draw of BC then? Is it just the nature? I have to see it, must be beautiful!
